Peter Todd Qpm’s Expertise Extensive experience in policing (to chief officer level), inspection of police and criminal justice agencies and a probation trust board member. I spent 32 years in the Police Service, serving in Bedfordshire Police and Gloucestershire Constabulary. In the former, served in all ranks from cadet to chief superintendent, before transferring to Gloucestershire as Assistant Chief Constable in 1997. Throughout 1980s and 1990s worked on a number of national projects for ACPO and two public enquiries into the Prison Service. In 2001, was seconded to HM Inspectorate of Constabulary (HMIC) and during 10 years in this role carried out a string of major national and themed inspections. From 2006 - 2011, led HMIC involvement in CJS joint inspections and designed and implemented joint inspections of police custody. Also organised the CJ Chief Inspectors' Group meetings, business planning and programme delivery - as Secretary to CJCIG. Since Feb 2011 retired from HMIC but retained part-time as Secretary to CJCIG until retiring from this in July 2016. In July 2012, became a Board member of Gloucestershire Probation Trust, and am chair of the Integrated Offender Management Board. During 2013 undertook 'health check reviews' of two Police & Crime Commissioners' Offices - producing reports on their structure, staffing and inter-relations with forces and partners. Specialties: Policing (tactical and strategic); criminal justice issues; programme management; police custody inspection; call management; police professional standards.
